Formed in 2024, the Icebreaker Collaboration effort (ICE) is a trilateral agreement between the three countries to enhance collective capabilities to produce ice-breaking vessels. "We need to invest in bringing our manufacturing back home to our American shores to thrive in the Arctic," Noem said. Hillmans said Chantier Davie, a Canadian firm, working through its shipyards in the U.S. would contribute to the United States' arctic fleet renewal by building five icebreakers.
