In the city of Vinh, waves surged and crashed onto a beachfront parks, as residents reinforced doors to buildings with sandbags and other structures as they braced for Kajiki's arrival. “It’s terrifying,” said Dang Xuan Phuong, a 48-year-old hotel chef. “I could see waves as tall as two metres, and the water has flooded the roads around us. This is terrible, given that the storm is still five or six hours away. ”Vietnam has shut down airports, closed schools, and begun mass evacuations as it prepares for the most powerful storm so far this year. The government said on Monday about 30,000 people had been evacuated from coastal areas.
