Joly said Prime Minister Mark Carney’s administration would not negotiate in public, but added that Canada is the “only country in the world” outside of China that has imposed “so many” counter-tariffs. However, Joly added that Canada needs to strengthen its bonds with other allies as it deals with an American administration that is becoming increasingly protectionist and closing off its market. “We are not in normal times and economic diplomacy is more important than ever,” she said.
