The arrangement represents a diplomatic achievement for Venzuelan President Nicolás Maduro and helps U.S. President Donald Trump in his goal of bringing home Americans jailed abroad. The U.S. government justified the move by tying the Venezuelan migrants to the violent street gang Tren de Aragua.
