Cooperation between the two countries has been overshadowed by the detention of Michael Spavor and Michael Kovrig, the Meng Wanzhou affair and the disputes over foreign interference. These renewed attempts at stabilizing trade relations are motivated by what Carney’s top advisors describe as “systemic trade irritants”. Two major items of contention are China’s 100 per cent tariffs on Canadian canola and Canada’s tariffs on Chinese electric vehicles – lifting the latter tariff would not only decimate Canada’s auto industry but infuriate the United States, putting Carney in a challenging position to convince the Chinese to lift their tariffs on Canadian canola. Carney will be joined by his agriculture minister Heath MacDonald, and Saskatchewan Premiere Scott Moe in Beijing. David Akin reports.
