Quebec digging out from surprise snowstorm: “Winter is starting early, without warning”

The entire month’s average snowfall — 20 cm — fell over much of the southern Quebec region overnight and catching many off guard. “We were caught off guard by the amount of snow which was greater than expected across the greater Montreal,” said Environment Canada meteorologist Julien Pellerin.
