President Volodymyr Zelenskyy said a “technological accident” on the power grid, likely caused by severe weather, left nearly 3,500 buildings in the capital without heating as temperatures fell to around minus 15 Celsius. One resident said the outages are no surprise. “We heard about the energy ceasefire, but we didn’t quite believe it and prepared for the worst,” said 65-year-old veteran Anatolii Veresenko. Meanwhile, Russia’s Security Council Deputy Chairman Dmitry Medvedev said Moscow expected a military victory “soon,” while energy disruptions continued in Ukraine.
