Rubio outlined U.S. efforts to come to an agreement that would provide Ukraine with long-term security assurances against future invasions, while enabling economic recovery. The Kremlin said Wednesday that Russian President Vladimir Putin accepted some U.S. proposals for ending the war in Ukraine and rejected others, but is prepared to continue negotiations.
