Rubio said the U.S. would present the ceasefire offer to the Kremlin, adding that agreeing to the ceasefire would be “the best goodwill gesture the Russians could provide.” “We’re going to tell them this is what’s on the table. Ukraine is ready to stop shooting and start talking. And now it will be up to them to say yes or no,” he said. The Trump administration has lifted its suspension of military aid and intelligence sharing to Ukraine after Kyiv signalled it was open to the proposal.
